The big question is will it actually happen?

And will we see it turn into a rolling exemption??

No I didn't hear that Bill! I will have to have a look online.

Have you got a link to that? I hope it hasn't gone up!!

Owners of some 1974 cars are pretty happy too. As mine was registered on 8 February, I submitted an enquiry to Heritage Motor Centre, who confirmed it was built on 14 December 1973.

All done online from a link on their website at a cost of £6. Got a reply in two days.

If I remember correctly the conservatives did state if they got elected they would revert back to the 25 year rule but I suppose as a coalition they do not have to comply with that. what a bummer
Maybe next time.

In the depths of the budget there was talk of the 40 year old rolling tax exemption, but for those of you with newer classics it looks like it has increased another fiver per year so more expense

But a result that the rolling tax exemption is back!

Yes that's true but it should be 25 years not 40 as they promised in their pre election speeches.
wonder how they will sort out the new direct debit system for the tax probably another way of increasing it.

[size=undefined]In the Budget statement of 2013 the UK Government indicated their intention to move the qualification date for Historic class of vehicles from 1st January 1973, where it has stood since 1998, and forward twelve months to 1st January 1974. The legislation change to allow this is included in the 2014 Finance Act.

DVLA have now issued guidelines on how the process will be dealt with and this is reproduced below…

You will be able to tax your vehicle in the historic class from 1 April providing the vehicle is manufactured prior to 1 January 1974. In order to licence a vehicle as historic please visit a licence issuing Post Office on or after 1 April along with your V5 registration document, a V10 application for a tax disc and MOT certificate (if applicable). The Post Office will issue you with a tax disc showing Historic and then send your V5 to the Driver and Vehicle Licensing Agency (DVLA) to note the record as Historic and you will receive a new V5 in due course.

Once your vehicle is licensed as historic if the vehicle has a current fee paying tax disc then you can apply for a refund of duty on a V14 application for a refund of vehicle tax.

These instructions are apparently clear, but where a vehicle was built in 1973 and then registered after 7th January 1974 additional evidence needs to be provided to corroborate the build date. (DVLA accepts cars registered up to 7th January 1974 were manufactured in 1973.) We expect that in these cases owners will have to deal directly with DVLA for processing this change..
